يهدف برنامج اسكان إلى توفير المسكن المناسب للأسر السعودية المستحقة من خلال تقديم الدعم السكني الذي يتناسب مع احتياجاتها. وقد جاء في تنظيم الدعم السكني عدة أحكام تتعلق بكيفية تحديد الأسر المستحقة للدعم السكني وأوليتها في الحصول عليه.
وحيث إن وزارة الإسكان هي الجهة المعنية بتنفيذ أحكام التنظيم واستقبال طلبات الدعم السكني والبت فيها، فقد قامت الوزارة بإنشاء بوابة الالكترونية وبرنامج للهواتف الذكية لتمكين المواطنين من تقديم طلبات الدعم السكني من خلالهما. وستقوم الوزارة بدورها بدراسة الطلبات المقدمة عبر هذه القنوات والبت فيها وفقاً لأحكام تنظيم الدعم السكني ولائحته التنفيذية.
