كتاب الأمير

من منا لم يسمع هذه العبارة من قبل ؟ إن قائلها هو مكيافيلي الفيلسوف الايطالي، وهو أول من برر قهر الشعوب لبسط نفوذ الحاكم ولذلك قال ان الغاية تبرر الوسيلة لتبرير قمع الاضطرابات الشعبية. وكان يؤمن باستخدام كل الوسائل في الصراع السياسي. يعتبر ميكافيلي قدوة كل دكتاتور وكل زعيم يحكم الشعب بالعصا والمطرقة ، وقد رصد مبادئه الشيطانية في كتابه الأشهر والذي عنونه بـ الأمير ليجعله منهجاً متكاملاً لكل من يسعى لبسط نفوذه على أي رقعة وفي أي مكان دون النظر لأي اعتبارات أخلاقية.
وقد عثر علي هذا الكتاب في العديد من مكتبات حكام إنجلترا وفرنسا. ويكفي أن نعرف أن كتاب قواعد حكماء صهيون هي في الحقيقة عبارة عن شرح لخطب ميكافيلي والان يستخدم هذا المبدأ الكثير منا لتبرير بعض الوسائل الغير مشروعه للوصول الي غاية مباحه. فأباح البعض الكذب وعدم الوفاء بالعهد وقام آخرون بلي أعنقة بعض الأحكام الشرعية لخدمة غايتهم. مع أنه طبقا للمبادئ الاسلاميه فان الغاية المباحة لا تبرر الوسائل الغير مباحه. كما قام آخرون بمحاولة اسقاط الدولة بحجة أن غايتهم هي تخليص البلد من فصيل معين. للأسف اختلفت الغايات وتنوعت الوسائل وكل فصيل مؤمن بغايته ومقتنع بأن الوسائل التي يستخدمها مشروعه.

صفات الأمير المثالي كما يراها مكيافيلي :
• الاستعداد لتقليد سلوك الرجال العظام المعاصرين أو السابقين.
• القدرة على إظهار الحاجة إلى وجود حكومة من أجل رفاه الشعب.
• القيادة في فن الحرب ، من أجل بقاء الدولة.
• القدرة على إدراك أن القوة والعنف قد يكونان جوهريان للحفاظ على الاستقرار والسلطة
• الحصافة.
• الحكمة في التماس المشورة فقط عند الضرورة.
• القدرة على أن يكون متصنعا وكتوما.
• السيطرة الكاملة على القدر من خلال الفضيلة.
• القدرة على أن يكون الأسد والثعلب والقنطور.
• لأمير المثالي يجب أن يـوجد الدولة ويحافـظ عليها .

اهم صفات الحاكم من وجهة نظر ميكافيلي:

• أخلاقيا
يجب عليه التخلص من الأخلاق والتقاليد والبدع والقيم الدينية وخاصة التواضع والرضوخ للحكام ، واستعمال الدين كوسيلة لكسب الشعب فقط !
• السياسة الداخلية
عليه أن يجمع بين حب الناس وخوفهم منه وإن تعسر ذلك فعليه أن يتأكد من كونه مخيفاً ومهيباً
• اقتصاديا
عليه أن يسعى لتحقيق العدالة الاقتصادية وتوزيع الدخل بشكل عادل لأن وجود طبقة فقيرة تشكل أغلبية سيكون سبباً فيما بعد لقيام ثورة ضد الحاكم
• السياسة الخارجية
عليه أن يتعلم أن يتخلص من عهوده ومواثيقه إن كانت عبئاً عليه و عدم التردد في استعمال القوة عند الضرورة
• الحروب
