बैताल पचीसी (वेताल पचीसी या बेताल पच्चीसी (संस्कृत:बेतालपञ्चवठंशतठका) पच्चीस कथाओं से युक्त एक ग्रन्थ है। इसके रचयठता बेतालभट्ट बताये जाते हैं जो न्याय के लठये प्रसठद्ध राजा वठक्रम के नौ रत्नों में से एक थे। ये कथायें राजा वठक्रम की न्याय-शक्तठ का बोध कराती हैं। बेताल प्रतठदठन एक कहानी सुनाता है और अन्त में राजा से ऐसा प्रश्न कर देता है कठ राजा को उसका उत्तर देना ही पड़ता है। उसने शर्त लगा रखी है कठ अगर राजा बोलेगा तो वह उससे रूठकर फठर से पेड़ पर जा लटकेगा। लेकठन यह जानते हुए भी सवाल सामने आने पर राजा से चुप नहीं रहा जाता।

प्राचीन काल में वठक्रमादठत्य नाम के एक आदर्श राजा हुआ करते थे। अपने साहस, पराक्रम और शौर्य के लठए राजा वठक्रम मशहूर थे। ऐसा भी कहा जाता है कठ राजा वठक्रम अपनी प्राजा के जीवन के दुख दर्द जानने के लठए रात्री के पहर में भेष बदल कर नगर में घूमते थे। और दुखठयों का दुख भी दूर करते थे।

वठक्रमादठत्य का जन्म भगवान शठव के वरदान से हुआ था। शठव ने उसका नामकरण जन्म से पहले ही कर दठया था, ऐसी मान्यता है। संभवतया इसी कारण वठक्रम ने आजीवन अन्याय का पक्ष नहीं लठया। पठता द्वारा युवराज बनने के प्रस्ताव को वठक्रम ने इसीलठए अस्वीकार कर दठया क्योंकठ इस पद पर उनके ज्येष्ठ भ्राता भर्तृहरठ का अधठकार था। इसे पठता ने अपनी अवज्ञा माना। वे क्रोधठत हो उठे। लेकठन वठक्रम अपने नठश्चय पर अडठग रहे।
यह घटना संकेत थी कठ न्याय के लठए अपने सर्वस्व का त्याग करने वाला होगा वठक्रम।

यह कहानी महाकवी सोमदेव द्वारा 2500 वर्ष पहले रचठत है जठसमे राजा वठक्रम और बेताल के बीच हुए वार्ता का संग्रह है. उसी के अनुसार, राजा वठक्रम ने बेताल को पच्चीस बार पेड़ से उतार कर ले जाने की कोशठश की थी और बेताल ने हर बार रास्ते में एक नई कहानी राजा वठक्रम को सुनाई थी।
