ដើម្បីអនុវត្តភារកិច្ចនៃកំណែទម្រង់ច្បាប់និងប្រព័ន្ធយុត្តិធម៌ ដែលត្រូវបានផ្ទេរមកក្រសួងយុត្តិធម៌ឱ្យមាន ប្រសិទ្ធិភាពខ្ពស់ ក្រសួងយុត្តិធម៌បានរៀបចំបង្កើតនូវគណៈកម្មការដឹកនាំការកែទម្រង់ច្បាប់ និងប្រព័ន្ធយុត្តិធម៌ ដែលដាក់ឱ្យអនុវត្តដេាយអនុក្រឹត្យលេខ ៤៩១ អនក្រ.បក ចុះថ្ងៃទី ២៤ ខែ តុលា ឆ្នាំ ២០១៣ ដែលមាន រដ្ឋមន្រ្តីក្រសួងយុត្តិធម៌ជាប្រធាន និងសមាជិក១៦រូបទៀត មកពីស្ថាប័នដែលពាក់ព័ន្ធ។ ក្នុងការសម្របសម្រួល ការងារកំណែទម្រង់ច្បាប់និងប្រព័ន្ធយុត្តិធម៌ និងក៏ដើម្បីជាជំនួយគាំទ្រផ្នែកបច្ចេកទេសផងដែរដល់ គណៈកម្មការ ដឹកនាំការកែទម្រង់ច្បាប់ និងប្រព័ន្ធយុត្តិធម៌ ក្រសួងក៏បានបង្កើតនូវលេខាធិការដ្ឋានអចិន្ត្រៃយ៍មួយ ដែលថិត ក្រេាមការគ្រប់គ្រងរបស់ក្រសួងយុត្តិធម៌ ដេាយប្រកាសរបស់រដ្ឋមន្រ្តីក្រសួងយុត្តិធម៌លេខ ១១០ កយ.ប្រក/១៣ ចុះថ្ងៃទី០៩ ខែឆ្នូ ឆ្នាំ ២០១៣។

តាមរយៈលេខាធិការដ្ឋានអចិន្ត្រៃយ៍នេះ ក្រសួងបានរៀបចំកែសម្រួលផងដែរនូវសមាសភាពនៃក្រុមការងារ បច្ចេកទេសចំរុះខាងភាគីរដ្ឋាភិបាល ដើម្បីធ្វើការជាមួយក្រុមការងារបច្ចេកទេសចំរុះខាងភាគីដៃគូអភិវឌ្ឍន៍ លើ ការងារកំណែទម្រង់ច្បាប់និងប្រព័ន្ធយុត្តិធម៌។ ក្រុមការងារបច្ចេកទេសចំរុះទាំងពីរ ក៏បានឯកភាពគ្នាផងដែរ លើសូចនាករតាមដានរួមគ្នា លើការអនុវត្តកម្មវិធីរកំណែទ​ម្រង់ច្បាប់និងប្រព័ន្ធយុត្តិធម៌សម្រាប់ឆ្នាំ ២០១៤-២០១៨ ដែលមានការឧបត្ថមគាំទ្រទាំងផ្នែកបច្ចេកទេសនិងថវិការ ពីខាងភាគីដៃគូអភិវឌ្ឍន៍ ហើយថវិការគាំទ្រ ទាំងអស់នេះ នឹងត្រូវប្រើបា្រសក្នុងការងារកំណែទម្រង់ចាប់ពីដើមឆ្នាំ ២០១៥ តទៅ ដេាយមានការចូលរួម ឧបត្ថមគាំទ្រផ្នែកបច្ចេកទេសផងដែរពីខាង ក្រុមប្រឹក្សាអភិវឌ្ឍន៍កម្ពុជា។
