아울러 포항은 포항운하 사업, 영일대 준공, 승마장 건설 중단, 시민들의 공감을 얻지 못하는 조형물 설치, 이벤트성 사업 및 행정운영 등 시민소통부재 및 공감대형성 부족 등으로 내부적으로 다양한 갈등과 위기를 내포하고 있습니다. 이것은 결국 시민의 부담이 되고 있고, 해결되어야 할 문제로 나타나고 있습니다.

포항은 도시와 농촌이 통합된 도농복합도시로서 해양까지 포함하고 있는 대한민국에서 가장 복합적이고 다양한 기능을 수행해야 하는 도시입니다. 이러한 특성을 지닌 도시를 경영하기 위한 필요충분조건의 자질이 있어야 한다고 판단합니다. 그것은 지방화 마인드, 중앙정부 마인드, 국제화 마인드에 풍부한 전문적 식견과 정책구상 경험이 뒷받침되어야 한다고 생각합니다.
항상 지방자치 발전의 역사의 중심에 서 있었던 경험들을 가지고 있는 저로서는 도저히 포항발전을 외면할 수가 없었습니다. 지방자치 최고 전문가로서 자치단체의 새로운 롤모델 구축을 통한 새로운 발전을 염원하는 포항시민의 기대를 외면하지 않는 것이 저의 소명이라 생각합니다.
저는 7년간 일본 교토대학에서 선진 지방재정과 지방자치에 대한 연구를 하여 경제학박사 학위를 받았습니다. 귀국 후에는 현재의 안전행정부 산하 한국지방행정연구원에서 20년째 자치단체 재정운영과 행정에 대해 연구하면서 최고의 전문가로서 지식과 경험을 인정받고 있습니다. 이명박정부에서는 대통령소속 지방분권촉진위원회 제3실무위원장을 4년간이나 맡아오면서 우리나라 지방자치제도 개선을 직접 주도했습니다. 현 박근혜정부에서도 지방자치 최고의 전문가로서 인정받아 대통령소속 지방자치발전위원회에서 자문위원을 맡아 자치제도발전을 견인하고 있습니다.
돌이켜보면, 저는 이 길을 가기위해 지금까지 경험하면서 걸어왔고 준비해 왔던 것이 아닌가 싶습니다. 저는 결코 정치를 하고자 하는 것이 아니라 제대로 된 자치단체 전문경영자로서 역할을 하고 싶습니다.

앞으로 지방자치가 더욱 촉진되면, 더욱더 포항시장의 권한이 강화되고 재정운영 자율성이 강화되면 될수록 포항시장의 능력에 따라 포항시의 성패가 지금보다 크게 좌우되게 됩니다. 지방자치 시대에 포항시를 새롭게 이끌어갈 인물의 선택이 그 어느 때보다도 중요한 시기에 왔습니다.
