The theoretical basis for the propagation of electromagnetic waves was first described by James Clerk Maxwell in a document addressed to the Royal Society (1873) entitled A dynamic theory of the electromagnetic field, which described his work between 1861 and 1865. His theory , basically, variable electric fields create variable magnetic fields, and vice versa, with which one or the other will create in turn new variable electric or magnetic fields that will propagate through space in the form of successive variable electromagnetic fields, which they will move away in the form of electromagnetic waves from the source where they originated.
Heinrich Rudolf Hertz, in 1888, was the first to demonstrate Maxwell's theory, by devising how to artificially "create" such electromagnetic waves and how to detect them, and then putting into practice emissions and receptions of these waves and analyzing their physical characteristics demonstrating that artificially created waves had all the properties of "theoretical" electromagnetic waves and discovered that the equations of electromagnetic waves could be reformulated in a partial differential equation called the wave equation.
The device he designed to produce electromagnetic waves consisted of two metal bars of the same size aligned and very close by one end and ending in a metal ball on the other; On one of these bars were injected "electron packs" at very high voltage which in turn were extracted from the other bar; the intense changes in the number of electrons that this caused in the bars gave rise to discharges of electrons from one bar to another in the form of sparks through the narrow space that separated them, discharges that occurred in a way that could be described as elastic or oscillating since after an «injection» of electrons in a bar there were alternate discharges of electrons from one bar to the other each time of lower intensity until finally disappearing by the electrical resistances.

Such variable electric fields gave origin to variable magnetic fields and these to new variable electric fields, with which electromagnetic waves that spread from those bars were produced.
