GENÇLİK MECLİSİ ÇALIŞMA YÖNERGESİ
I. BÖLÜM
AMAÇ - KAPSAM - DAYANAK - TANIMLAR
AMAÇ
Madde 1: Beykoz Kent Konseyi Gençlik Meclisi’nin oluşumunu, organlarını, görevlerini ve çalışma yöntemlerini belirlemektir.
KAPSAM
Madde 2: Yönerge, Beykoz Kent Konseyi Gençlik Meclisi’nin kuruluşunu, amaçlarını, oluşumunu, organlarını ve çalışma ilkelerini kapsar.
DAYANAK
Madde 3: Bu yönerge, 5393 sayılı Belediye Kanununun 76. Maddesi gereğince, 8 Ekim 2006 tarih ve 26313 sayılı (6 Haziran 2009 tarih ve 27250 sayılı değişik) Kent Konseyi Yönetmeliği’nin 12. ve 16. maddeleri ile Beykoz Kent Konseyi Çalışma Yönergesi’nin 11. maddesine dayanılarak hazırlanmıştır.
TANIMLAR
Madde 4: Bu Yönergenin uygulanmasında;
a) Belediye: Kent konseyi oluşumuna yardım ve destek sağlayan belediyeyi,
b) Kent konseyi: Merkezi yönetimin, yerel yönetimin, kamu kurumu niteliğindeki meslek kuruluşlarının ve sivil toplumun ortaklık anlayışıyla, hemşehrilik hukuku çerçevesinde buluştuğu; kentin kalkınma önceliklerinin, sorunlarının, vizyonlarının sürdürülebilir kalkınma ilkeleri temelinde belirlendiği, tartışıldığı, çözümlerin geliştirildiği ortak aklın ve uzlaşmanın esas olduğu demokratik yapılar ile yönetişim mekanizmalarını,
c) Gençlik Meclisi: Beykoz Kent Konseyi Gençlik Meclisi’ni,
d) Başkan: Beykoz Kent Konseyi Gençlik Meclisi Başkanı’nı,
e) Başkan Yardımcısı: Beykoz Kent Konseyi Gençlik Meclisi Başkan Yardımcısı’nı,
f) Sekreter: Beykoz Kent Konseyi Gençlik Meclisi Sekreteri’ni,
g) Çalışma Grupları: Beykoz Kent Konseyi Gençlik Meclisi Çalışma Gruplarını,
h) Yürütme Kurulu: Beykoz Kent Konseyi Gençlik Meclisi Yürütme Kurulu’nu,
i) Yönetişim: Saydamlık, hesap verebilirlilik, katılım, çalışma uyumu, yerindelik ve etkinlik gibi kriterlere dayanan, çok aktörlü ve toplumsal ortaklıklara dayalı yönetim anlayışını,

PART I.
PURPOSE - SCOPE - BASIS - DEFINITIONS
BACKGROUND
Article 1: Beykoz City Council Youth Council formations, bodies, to determine the tasks and working methods.
SCOPE
Article 2: Guidelines Beykoz City Council Youth Assembly of the organization, the objectives, the formation covers organs and working principles.
BASIS
Article 3: This directive Municipality Law No. 5393 of Article 76 in accordance with, 8 October 2006 and 26 313 No. (June 6, 2009 and 27250 dated different) City Council Regulation 12 and Article 16 of the Beykoz City Council Work Directive ' s are based on Article 11.
DEFINITIONS
Article 4: The implementation of this Directive;
a) Municipality: providing assistance and support to the formation of the municipal city council,
b) City Council: the central government, local government, professional organizations qualifying as public institutions and civil society in partnership with the understanding that the invention within the citizenship law; the city's development priorities, problems, as determined on the basis of the vision of sustainable development principles, as discussed, the common sense and compromise the development of solutions essential that democratic structures and governance mechanisms,
c) The Youth Council: City Council Youth Council of Beykoz,
d) President: President of the Beykoz City Council Youth Assembly,
e) The Vice President: Beykoz City Council Vice-President of the Youth Council,
f) Secretary: Secretary of Beykoz City Council Youth Assembly,
g) Working Groups: Beykoz City Council Youth Council Working Groups,
h) The Executive Committee: Beykoz City Council Youth Assembly Executive Board,
i) Governance: transparency, accountability, participation, interoperability, based on criteria such as appropriateness and effectiveness, multi-actor and social partnership-based management approach,
