SESUNGGUHNYA pendidikan dan kebudayaan sebagai gerakan semesta sudah ada dalam darah daging sejarah Indonesia. Ia tak pernah berwujud sebagai program pemerintah semata. Dalam sebuah rapat pada 5 Februari 1945, Ki Hadjar Dewantara menggambarkan bahwa - salah satunya - pemberantasan buta huruf telah lama berkembang sebagai gerakan rakyat masa itu. Menghidupkan kembali ruh itu, Kementerian Pendidikan dan Kebudayaan menegaskan kembali visi tersebut. Dalam kerangka strategis 2015-2019, visi kita adalah membentuk insan serta ekosistem pendidikan dan kebudayaan yang berkarakter berlandaskan semangat gotong royong. Ekosistem berlandaskan gotong royong pada dasarnya adalah gerakan semesta. Ekosistem mengharuskan adanya pelaku-pelaku yang berdaya serta interaksi yang positif di antara anggota ekosistem. Pemerintah merupakan salah satu anggota dalam ekosistem itu. Layaknya ekosistem yang sehat, hidup dan tumbuhnya semua anggota ditentukan bagaimana interaksi yang saling mendukung dan bergotong royong menggapai tujuan bersama. Pendidikan dan kebudayaan, karena itu, tidaklah bergerak semata-mata karena kegiatan atau program pemerintah. Semua orang (atau pelaku) diandaikan berpartisipasi secara luas dalam segenap aspeknya. Dan, inilah titik terpenting kebaruan dalam strategi kementerian ini. Pendidikan dan kebudayaan tidaklah pernah hanya program pemerintah maka ia harus dikembalikan sebagai gerakan semesta.

Tentu saja pemerintah harus menjadi pelaku terpenting di dalamnya. Ia harus menjadi pendorong sekaligus fasilitator terkuat, seperti motto Tut Wuri Handayani. Karena itu dalam kerangka strategis dinyatakan secara jelas bahwa strategi ketiga Kemendikbud adalah mengembangkan efektivitas birokrasi melalui pelibatan publik, pelibatan masyarakat, dan perbaikan tata kelola. Negara harus hadir, harus efektif. Dan birokrasi pendidikan dan kebudayaan adalah motor dalam gerakan semesta ini. Birokrasi di tingkat pusat harus menjadi contoh bagaimana mesin birokrasi bekerja secara efektif. Kemendikbud sadar, untuk itu perlu pelibatan publik serta perbaikan tata kelola. Reformasi birokrasi, khususnya perbaikan tata kelola, yang selama ini didengungkan memang penting. Tapi, untuk mendorong efektivitas birokrasi lebih jauh, cara terbaiknya adalah membuka luas pelibatan publik. Ekosistem yang sehat membutuhkan pelaku yang berdaya.

Of course, the government should be the most important actors in it. He should be driving at the same time the strongest facilitators, such as Tut motto Wuri Hand. Therefore in the strategic framework be clearly stated that the third strategy is to develop the effectiveness of the bureaucracy Kemendikbud through public involvement, community involvement, and improved governance. The state must be present, to be effective. And the bureaucracy of education and culture is the motor in the movement of the universe.
