BOS (Bantuan Operasional Sekolah) merupakan Program pemerintah yang pada dasarnya adalah untuk penyediaan biaya operasi non personalia bagi satuan pendidikan dasar pelaksana program wajib belajar. Namun demikian, ada beberapa jenis pembiayaan investasi dan personalia yang diperbolehkan dibiayai dengan dana BOS.

Secara umum program BOS bertujuan untuk meringankan beban masyarakat terhadap pembiayaan pendidikan dalam rangka wajib belajar 9 tahun yang bermutu, serta berperan dalam mempercepat pencapaian Standar Pelayanan Minimal (SPM) pada sekolah-sekolah yang belum memenuhi SPM, dan pencapaian Standar Nasional Pendidikan (SNP) pada sekolah-sekolah yang sudah memenuhi SPM.

Sedangkan secara khusus BOS bertujuan untuk membebaskan pungutan bagi seluruh peserta didik SD/SDLB dan SMP/SMPLB/Satap/SMPT negeri terhadap biaya operasi sekolah, membebaskan seluruh peserta didik miskin dari pungutan dalam bentuk apapun, baik di sekolah negeri maupun swasta serta meringankan beban biaya operasi sekolah bagi peserta didik di sekolah swasta.
