SCPSTN APPLICATION description
Improving data quality to strengthen CPMIS.
The Integrated Child Protection Scheme (ICPS) was launched by the Ministry of Women and Child Development (MWCD) in 2009. The objectives of the scheme are to provide a protective and safe environment to all children in India especially for children in difficult circumstances; and to establish a robust child protection system at national, state, district, sub-district and community levels.
UNICEF’s support for child protection has four sub-components, one of which is child protection services and systems. The child protection system, ICPS and JJ Act, is an essential component, but still very weak and thus, UNICEF India had continuously invested in strengthening the child protection systems in every state where UNICEF is working.
In order to improve monitoring of the various interventions under the scheme, it is envisaged to develop a system that integrates key indicators sourced from different data streams on a single platform.
There are three areas where UNICEF can support in strengthening the CPMIS, firstly improving the quality of the data being collected (effectively the raw material of the CPMIS), secondly strengthening the analysis and finally presentation of the statistics (the outputs of the system).
Scorecards were thought to be the most important way in which the presentation of monitoring statistics can be improved, especially for senior decision makers. These use a limited number of key indicators to provide an overview of performance and help users quickly identify critical bottlenecks and opportunities. In this way they can help improve decision making and performance.
This application (SCPS Tamil Nadu) will help in achieving one of the objective of UNICEF in the area of child protection that is strengthening the CPMIS. Quality data being a major element that could strengthen the CPMIS, SCPS Tamil Nadu application will not only make the data collection process easier but also improve the quality of data that is being collected for the indicators that feature in the scorecard.
