CHAPITRE PREMIER
DISPOSITIONS PRELIMINAIRES
Article 1 - Aucune exemption.
La loi pénale s'impose à tous.
Article 2 - Application générale et spéciale.
(1) Les règles de droit international ainsi que les traités dûment promulgués et publiés s'imposent au présent code ainsi qu'à toute disposition pénale.
(2) (Loi n° 67-LF-1 du 12 juin 1967) : Le présent livre s'impose à toute autre disposition pénale sauf disposition spéciale visant notamment l'interdiction du sursis et l'interdiction ou la limitation des circonstances atténuantes édictées même antérieurement à l'entrée en vigueur du présent livre, par une loi ou par un texte réglementaire ayant portée législative. Le présent alinéa rétroagit au 1er octobre 1966 inclusivement.
(3) Lorsqu'une même matière fait l'objet à la fois d'une disposition générale non comprise dans le présent livre et d'une disposition spéciale, cette dernière est seule applicable s'il n'en a pas été autrement disposé. BOOK ONE

TITLE ONE
APPLICATION OF CRIMINAL LAW
FIRST CHAPTER
PRELIMINARY PROVISIONS
Article 1 - No exemption.
The criminal law applies to everyone.
Article 2 - General and Special Application.
(1) The rules of international law and treaties duly promulgated and published necessary to this Code and any penal provision.
(2) (Law No. 67-LF-1 of 12 June 1967): This book is necessary for any other penal provision except special provision in particular for the prohibition of the suspension and prohibition or limitation of extenuating circumstances laid even before the entry into force of this book, by law or by a statute with legislative scope. This paragraph is retroactive to October 1, 1966, inclusive.
(3) When the same matter is the subject of both a general provision not included in this book and a special provision, it is only applicable if it has not otherwise disposed.
